The scope of work for this project includes but is not limited to the following: • Provide support to real property evaluation staff • Ensure uniform real property assessment values • Defend real property assessment values • Provide Certified Pennsylvania Evaluator training opportunities to real property evaluation staff The Chief Appraisal Consultant will assist the department in support of activities related to establishing real property assessment values in the City of Philadelphia. The Chief Appraisal Consultant is responsible for the coordination of all appraisal activities and development of all educational programs and training materials. The educational program shall include coordination of classroom activities with the Assessors Association of Pennsylvania and other professional organizations. Also, the Chief Appraisal Consultant will perform a variety of services including but not limited to: attend Board of Revision of Taxes (BRT) Appeal Hearings; attend trials, attend depositions, review and commentary of appraisal and/or valuation reports; confer and advise OPA Evaluators, ancillary personnel, City’s Law Department, or others as required on behalf of the OPA. Other duties include staff training on issues pertaining to valuation and appraisal methodology. Additional duties involve working on formulating policies, procedures and guidelines pertaining to valuation and assessment techniques, conducting studies in the areas of market research, real estate financing, market trends, and other pertinent real estate topics. The Chief Assessment Officer may assign additional duties. Contract hours are estimated at 40 – 60 per month. This request for proposals is for ongoing consultant services. The successful Applicant is expected to provide timely responses to the department’s requests for appraisal related services. The successful Applicant shall also provide periodic updates of services/training necessary in meeting the department’s objectives.
