1.1 Purpose of this Request for Proposals (“RFP”) The County of Berks (hereinafter “County”), a municipal corporation with its principal office in Reading, Pennsylvania is soliciting competitive sealed proposals (a “Proposal”) from professional firms (each a “Proposer”) that are interested in and capable of providing Business Services in partnership with the PA CareerLink® Berks County as further detailed in the scope of work of this RFP (inclusive of all tasks, deliverables, and products required herein “Services”). If the County elects to make an award to a Proposer in connection with the Services, the Proposed Form of Agreement and General Conditions included as Attachment A to this RFP as well as all documents incorporated therein shall form the entire agreement between the County and the successful Proposer (“Agreement”). 4.3. Program Goals and Objectives 4.3.1. Berks County’s employer demand for professional business services is fluid and increasingly time sensitive. The primary purpose of the Business Services Team of the PA Career-Link® Berks County is to assist businesses with their current and future workforce devel-opment needs accomplished through: 4.3.1.1. Individual consultations with employers to resolve recruitment and retention challenges. This includes providing specialized services to employers for: 4.3.1.1.1. Employment needs assessment to facilitate new-hire recruitment. 4.3.1.1.2. Analysis of gaps in competencies and skills in their current workforce requiring upgrade. 4.3.1.1.3. Guidance on established best practices and accessibility to the resources necessary to increase and sustain employee retention. 7 4.3.1.1.4. Support with implementation of effective recruitment strategies, including outreach via social media. 4.3.1.2.
