Specifications include, but are not limited to: Technology and Trends Review Conduct a review of current trends in telecommunications technologies and industries they support. Review and analyze similar projects in other jurisdictions, including cost and impact. Assess what will be required to develop any forthcoming broadband network and the predicted material lifespan to safeguard against obsolescence. This should include discussion on various ways to approach broadband connectivity projects including hybrid deployments models where suited. This should also include discussion of the pros and cons of various approaches. Policy and Funding Analysis Completion of a review of the current and forthcoming legislative and regulatory policy will also be performed to ensure that the proposed networks and service complies with and accounts for any statutes that govern how public broadband is regulated. Review available funding opportunities including America Rescue Plan (ARP) funding, Federal and State grant opportunities, and other public and private sources of funding to determine the feasibility of obtaining and utilizing those funding sources for projects. Provide recommendation for funding sources and strategies. Service and Infrastructure and Network Analysis Complete an analysis of existing broadband assets in Washington County, including the incumbent Internet Service Providers (ISPs) and existing broadband infrastructure in the region. Provide a clear picture of the state of broadband in the study area and how any forthcoming network will fit into the landscape. Analysis should identify service models that could be utilized in the region. Deliverables may include GIS maps detailing the physical extent of fiber-optic lines, services areas, incumbency and level of service provided.
