The Naval Air Systems Command (NAVAIR) intends to issue a sole source
follow-on production contract to the Bell-Boeing Joint Project Office (BBJPO)
for the production years Fiscal Year (FY)18 through FY24 (Lots 22-28) V-22
aircraft. It is anticipated that this contract will be a seven-year, fixed price type
contract. This procurement will include the supplies and services necessary to
manufacture and deliver the required number of V-22 aircraft, and related
production support, to include: special tooling and test equipment; systems
engineering; production management; parts obsolescence; engineering
change proposals; and technical, administrative and financial data. The
Government estimates that it will procure approximately 66 V-22 aircraft
(and/or any variation in quantity up to 106 aircraft as may be authorized for
domestic and/or Foreign Military Sales). The Government plans to issue an
Advance Acquisition Contract (AAC) for long lead material and associated
efforts supporting this procurement. This requirement will be procured in
accordance with the statutory authority permitting other than full and open
competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1,
"Only one responsible source and no other supplies or services will satisfy
agency requirements." As the sole designer, developer and manufacturer of
the V-22 Aircraft, the BBJPO is the only source that currently possesses
sufficient requisite knowledge, engineering expertise, aircraft integration
information, and technical data required to perform this follow-on production of
the V-22 aircraft in a timely and cost effective manner. No other source has
the technical qualification and necessary resources to perform the work
described herein, nor will any other supplies or services satisfy the
