2.2.1 Bottleware Supply, Courier Services, and Sample Handling 2.2.1.1 The successful Proposer must provide all materials—including sample bottles (with preservatives as needed), labels, chain of custody forms, custody seals, ice, temperature blank bottles, and coolers—for sample collection, identification, storage, and transportation. 2.2.1.2 The successful Proposer must identify the appropriate bottleware (with preservatives as needed) required for sample collection as dictated by the analytical method when PGW requests sample analyses. 2.2.1.3 The successful Proposer must provide PGW with courier services when requested within a reasonable timeframe so that sample bottles may be provided to PGW and/or collected samples picked up from a PGW location for laboratory analysis. The most common bottleware drop-off and sample pick-up point for work requested by PGW will be the PGW Passyunk Plant located at 3100 West Passyunk Avenue, Philadelphia, PA 19145. Occasionally, there will be other locations throughout the City of Philadelphia where courier services will be required. Sample pick-up services must be provided within a timeframe not to exceed the recommended holding times dictated by the appropriate analytical method requested for the sample. In general, PGW should be able to provide the successful Proposer at least 24 to 48 hours’ notice when scheduling bottleware dropoff or sample pick up events. In some cases, PGW may require either a bottleware dropoff or sample pick-up in an expedited manner; the successful Proposer must work with PGW to schedule the bottleware drop-off or sample pick-up in a reasonable timeframe that will meet PGW's needs. NOTE: PGW will NOT accept express shipping of samples via a common carrier, such as FedEx or UPS, in lieu of courier service. 2.2.1.4 PGW prefers that the successful Proposer maintain a laboratory or service center within 30 miles of the PGW Passyunk Plant so that PGW can visit the laboratory or service center to pick up bottleware or drop off samples in the event that expedited service is required and courier service is not available. This is, however, not a mandatory requirement for submitting a proposal. Proposers should specify the closest laboratory and/or service center. 2.2.1.5 Bottleware drop-offs and sample pick-ups must occur during the normal hours of operation for the PGW Passyunk Plant, which is 7:00AM to 3:30PM Monday through Friday. Bottleware drop-offs and sample pick-ups may be scheduled outside of these normal hours of operation with prior approval by PGW. PGW may occasionally request bottleware drop-offs or sample pick-ups to occur during a specified time window (usually 3-4 hours or after a specific time of day) in order to coordinate the availability of personnel to meet with the successful Proposer’s courier or technician. 2.2.1.6 The successful Proposer must supply chain of custody forms and maintain strict signature policy to render all data generated official and acceptable by the Commonwealth of Pennsylvania or any relevant governmental regulatory agency or body.
