Overview This RFP is issued by PIDC, the City's nonprofit economic development corporation, acting on behalf of the City of Philadelphia’s Managing Director’s Office – Office of Transportation and Infrastructure Systems (OTIS), to solicit proposals to design and manage a mentor-protégé program for ADA curb ramp construction. PIDC will issue the RFP and act as the contracting authority. The City of Philadelphia will be responsible for all other aspects of the RFP process, including evaluation and vendor selection. Statement of Purpose Pedestrian curb ramp construction is an important infrastructure investment to ensure that the City of Philadelphia’s streets are accessible for all people as mandated by the United States Americans with Disabilities Act (ADA). There is a large volume of ramps required for construction or re-construction in Philadelphia, and there is also a need to ensure a larger pool of qualified contractors exists to meet the demand efficiently. At the same time, historically in Philadelphia there has been a disparity in opportunities to compete for construction projects like curb ramp construction. This specifically constrains small and local business contractors. To mitigate this, the City of Philadelphia is seeking expert services in developing a mentor-protégé program for ADA curb ramp construction. The program will consist of both classroom and on the job construction training. The selected team(s) will be responsible for delivering the business development services outlined below, as well as the completion of ADA curb ramp construction in key locations in accordance with Streets Department standards.
