Purpose The Bureau of Aviation is updating Pennsylvania’s Airport Pavement Management Study which will provide PCI data for 89 airports in Pennsylvania. Preparation for draft application and AIP eligible Scope of Work to FAA after firm is vetted in ECMS Records Review Network Definition/Mapping Pavement Condition Assessment System Update Customization Data Analysis Project Report Website Visual Toolbox for use of PCI data and guidance for maintaining an FAA acceptable airport pavement management program. Presentation Background The Airport Pavement Management Study was last fully updated in 2022. Pennsylvania’s airport pavement management system is a key and essential component of the airports we serve. Pennsylvania’s airports Pavement Condition Index (PCI) and Pavement Classification Rating (PCR) numbers can greatly influence project selection and eligibility. Goals/Objectives/Benefits Means to monitor the condition of pavements and assess associated needs. Tool to assist in making optimal and cost-effective decisions about maintenance and rehabilitation (M&R) of the pavement infrastructure and the prioritization of that work. Enhanced ability to communicate the needs of the system which represents a very valuable asset. Satisfies the majority of Grant Assurance 11 and Public Law 103-305 requirements for NPIAS airports. Following Federal Aviation Administration’s guidance on airport pavement management, the consultant team will provide an innovative pavement analysis that can be compared to previous Pennsylvania studies but also capture new and emerging trends in presentation of pavement PCI. The results and deliverables of this APMS Study will include at a minimum: Proactively monitor the inventory and condition of the airport pavement infrastructure at Pennsylvania airports. Update the existing APMS database, maps, and web-based data access program (IDEA) with current information. Assess the pavement-related needs at the state level and for individual airports. Develop strategies for the maintenance and rehabilitation (M&R) of the pavement infrastructure and estimate associated costs. Provide access to the results of the project in a readily accessible, easy to use, web-based tool.
