PROPOSALS SHOULD BE BASED UPON THE FOLLOWING DESCRIPTION OF WORK:
The Architect and Consultants shall provide all professional services necessary to deliver permitted Design and Contract Documents within the established Construction Budget and in accordance with the Design Schedule. The proposed project encompasses the redevelopment of an approximately 13-acre campus to support the school district’s transportation operations. The scope may include demolition of existing structures as required to accommodate new facilities. The site is anticipated to include a new 28,750 square foot transportation operations facility for bus fleet maintenance, along with a surface parking lot designed to accommodate approximately 224 school buses. In addition, a new administrative facility of approximately 22,500 square feet will provide offices, dispatch functions, meeting and training rooms, and related support spaces, together with parking facilities for staff and drivers.
The scope may also include the remodeling of existing structures, as well as demolition where necessary, to support either transportation operations or administrative functions. Additional program elements include a fueling area of roughly 10,000 square feet with bus wash facilities, as well as the installation of charging stations to support an electric bus fleet.
REQUIRED SERVICES AND DELIVERABLES:
The Architect shall provide a comprehensive range of professional services and deliverables. These include the validation or redesign of the concept master plan and design program developed by others (see attachment), as well as the validation of existing facilities for potential operations and administrative use. The Architect shall prepare conceptual designs, facility lists, and site planning, in coordination with the District’s Environmental and Conservation Services (ECS) Department. Required deliverables also include schematic design drawings, design development drawings, construction documents in accordance with the agreed-upon design schedule, Life Safety, FISH Plans, FF&E schedules and specifications, design calculations, life cycle cost analyses, color charts, and finish schedules.
The Architect shall provide a statement of probable construction cost and will be responsible for bidding support, construction administration, and community engagement as required. The construction work may be phased, and the schedule for design deliverables must align with the phased construction schedule as determined by the Owner. The Architect shall certify that the permitted design complies with one of the energy-efficient and sustainable building standards in accordance with F.S. 255.2575.
The Permitted Design must incorporate all requirements outlined in the Florida Building Code, Florida Accessibility Code, NFPA, Florida Fire Prevention Code, NEC, ASHRAE, FDOT, SFWMD, School District Master Specifications, School District Design Criteria, District Environmental and Conservation Services, CPTED principles, and all other applicable Codes, Rules, Regulations, and specifications.
A/E DESIGN TEAM QUALIFICATIONS:
The selected Design Team should demonstrate proven experience in site planning for large-scale bus transportation facilities, including projects designed to accommodate fleets of at least 100 buses. The team should have a strong background in addressing complex technical requirements related to transportation engineering, with specific expertise in programming, planning, designing, and remodeling facilities for bus fleet operations and maintenance programs. Additional qualifications include experience in traffic engineering, maximizing land use efficiency, and campus planning that integrates building interiors with operational, maintenance, and dispatch functions. The team should also be proficient in applying Crime Prevention Through Environmental Design (CPTED) principles to campus and facility layouts, and in managing site development and building permitting processes in coordination with multiple authorities having jurisdiction (AHJs).
