Specifications include, but are not limited to: Strategic planning consultation and all related work which may include but not be limited to: paperwork, research, facilitation of meetings, WTDB Executive Committee assessment and development, information gathering, draft development and refinements, meetings with stakeholders, final recommendations and strategic plan development. The strategic planning process will also include the evaluation and recommendations for improvement of the WTDB internal operational methodologies, management strategies and planning practices. The consultant will also research and recommend WTDB quality improvement initiatives and cross-agency, priorities to ensure effective and meaningful results are achieved organizationally. The consultant will ensure the strategic planning process identifies organizational change, improvement needs and outlines and initiates effective analysis that addresses and meet these needs. The consultant will develop and maintain excellent relationships with board members, agency management and staff with WTDB, businesses, employers, partners, public agencies and others to encourage genuine information exchange and inter-departmental collaboration on the vision, mission, strategies, goals, key priorities and action steps called out in the completed WTDB Strategic Plan. There are 30-40 key stakeholders including WTDB members, agency representatives, and local workforce board directors. These stakeholders will be convened in meetings occurring in the Salem/Portland area; Statewide travel not expected.
