Specifications include, but are not limited to: This project will prepare a climate change vulnerability assessment for transportation infrastructure and an Agency adaptation plan. Extreme weather and climate change present major challenges to the Oregon Department of Transportation’s (“ODOT”) mission of providing a safe and reliable transportation system. The state’s roads, bridges and culverts currently experience recurring impacts from winter storms, flooding, landslides and wildfire. According to the Oregon Climate Assessment Report, these impacts are likely to increase with climate variability and change through this century. Repair, reconstruction, and other costs related to these events are rising, as is the need for increased maintenance and operations. ODOT also remains challenged by constrained revenues, competing priorities, and the demands of an aging transportation system. To date, ODOT has not taken steps to integrate climate considerations into transportation project planning, design or other decision-making. ODOT has not conducted a statewide vulnerability assessment, nor does it have an agency-wide adaptation plan of action.
