Specifications include, but are not limited to: Based on current City of Eugene internal governance teams, propose a Smart/Innovative city governance structure. Articulate definition of what it means for the Smart/Innovative City governance structure in advancing Eugene as a smart city and what types of projects would fall within this realm Propose an external partnership structure and how the City governance structure intersects with the external partnerships. Create clearly articulated outcomes for a smart cities strategy Develop a two-year action agenda with tangible metrics and goals, including strategies for scaling successful pilots Design an internal and external communications strategy to build awareness and support implementation Facilitate introductions to local and national organizations, as well as private sector partners for assistance in plan execution Provide support for initial steps in implementation, including internal staff engagement. Communications and work plan for the strategic planning process with key milestones and stakeholders involved. Recommend internal and external engagement models, such as workshops, online forums, etc., and evaluate existing community feedback and other user data. Provide a scope of regular status reports for project leads, internal governance structure and external stakeholders. Draft strategy recommendations and action plan for review and feedback. Up to three (3) internal presentations to key staff and stakeholders for input. A comprehensive smart strategy and action plan. A “roadshow” strategy and tool to help the City of Eugene continue to share the strategy and action plan with other stakeholders (e.g. presentation, outreach materials, etc.).
