Specifications include, but are not limited to: Identify the best radio system standard(s) and configuration(s) to suit existing and future needs, considering existing radio network resources, existing and prospective future radio sites, multi-agency interoperability, licensing constraints, data needs, initial costs,maintenance costs, schedule, grant funding eligibility and other factors;2.Leverage opportunities for multi-agency partnerships to share costs and maximize efficiencies, and define a preferred governance model for such a system based onstake holder needs; 3.Leverage eligibility for grant funding;4.Develop implementation, budget and governance plans to foster an orderly transition from the current state to the future state using a radio integration model;5.Complete transition before any existing radio systems or subsystems fail; and 6.Achieve a predictable service life of 20+ years.
