Specifications include, but are not limited to: A. Conduct a working session to discuss the previous rate calculation and negotiation. The key areas Proposer plans to discuss as part of this task are as follows: i. Space functional usage study. ii. Cost sharing activities. iii. Building and Equipment Depreciation cost pools. iv. Interest cost pool. v. Operations & Maintenance (O&M) cost pool. vi. Library cost pool. vii. Department Administration cost pool and Direct Cost Equivalent (DCE) methodology used by the University. viii.Others, as deemed necessary. B. Review the DHHS-CAS examination of the FY2022 Rate Proposal with University staff. C. Review DHHS-CAS’s FY2022 proposed adjustments, areas of difference, and negotiation outcome with University staff. D. Discuss the current rate negotiation environment (nationally and in the DHHSCAS Western Region), current issues of special concern to DHHS-CAS negotiators, recent DHHS-CAS negotiation tactics, and negotiation results with University staff. E. Discuss how the new Rate Proposal for FY2022 should be best structured to reflect both prior negotiations and current federal concerns in order to maximize F&A recovery with University staff. F. Assess risks and benefits of alternative proposal calculation methods with University staff. 2.2.1. Review Draft FY2022 Rate Proposal Outline. 1 A. Review and comment on the University’s draft FY2022 Rate Proposal outline, including composition of all cost pools, sub pools, and cost allocation methods in relation to the requirements of the Office of Management and Budget (Uniform Guidance and the DHHS-CAS Best Practices Manual). In performing this review, Proposer will focus on the following areas: i. University’s current definition of functional activities (e.g., Organized Research, Other Sponsored Activities, Sponsored Instruction/Training, etc.) and the most appropriate rate structure. ii. Current method of accumulating the F&A pools. iii. Identification and segregation of unallowable costs. iv. Identification of cost sharing and method of effort reporting.
