The Oregon Military Department (“OMD” “Owner” or “Agency”) is seeking a Design-Build Contractor (“DBC” or “Design-Builder”) to be a collaborative team leader in delivering the complete and usable Project on-time and within budgetary constraints in support of the ongoing mission of the ORARNG, by providing Project management, design, review, value engineering, testing, inspections, and construction of the Owen Summers ASLEP Phase II (the “Project”). The Owen Summers building located at 1776 Militia Way SE Salem Oregon 97301 is approximately 85,680 square feet and was built in 1988. The building serves as the primarily administration facility for OMD, houses the United State Property & Fiscal Officer (“USPFO”) and members of the Adjutant General’s support personnel. The building was formerly the Joint Forces Headquarters. A previous ASLEP project was completed in 2024, however, financial resources were short of the funding needed to address the multitude of issues in the 37-year-old building and site. The building envelope, failing asphalt, poor drainage in the parking lot(s), water intensive landscaping and elevator code compliance matters reduce the overall usability and functions of the facility. This project will bring the facility into conformance with current building code(s) and replace outdated, insufficient or defective building and site systems, along with the addition of solar parking array. Design/Construction Requirements The Project shall be designed with the goal of extending the useful life of the facility by a minimum of an additional 25 years in accordance with DOD’s Unified Facilities Code (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performances as per Installations, Energy and Environment (IE&E) Sustainable Design and Development Policy Updated in 2017. The Project team shall plan, design, and build to achieve the highest performing sustainable design within the Project budget. OMD is committed to incorporate the principles of the Army Sustainable Design and Development (SDD) policy into this facility. The objective of the SDD policy is to provide productive, safe, and healthy facilities and installations that enhance mission effectiveness, reduce the Army’s environmental footprint, and achieve levels of energy independence that enhance continuity of missionessential operations. The design shall strive to reduce overall energy use and maximize efficiency. In addition, the design will strive to reduce overall water use, regardless of the source, and increase use of technology that uses water more efficiently. The Project must comply with the American with Disabilities Act providing access for individuals with disabilities; and include Antiterrorism measures in accordance with the DoD Minimum Antiterrorism for building standards. The Project must comply with technical specifications contained in the Army National Guard Criteria Pamphlet DG 415-5 “General Facilities Information Design Guide” as provided by the Army Installations Division. DG 415-5 provides functional and technical requirements relevant to the contracting practices and procedures for military funded projects and be in compliance with Department of Defense’s (“DoD's”) Unified Facilities Code documents. The Project must also comply with other applicable federal, state, and local codes and regulations. Furthermore, the completed Project must be in accordance with the following: 1. Oregon Military Department NGB 0700 Performance Specifications 2. State of Oregon energy efficiency design (“SEED”) requirements set forth at Oregon Revised Statutes (“ORS”) 276.900 through 276.915 and Oregon Administrative Rules (“OAR”) 330-130-0010 through 330- 130-0100 (which can be reviewed at http://egov.oregon.gov/ENERGY/CONS/SEED/SEEDhome.shtml); 3. Oregon Department of Energy (“ODOE”) 1.5% Green Energy Technology in Public Building Construction Contracts requirements pursuant to ORS 279C.527, 279C.528 and OAR 330-135-0010 to 330-135-0055
