Specifications include, but are not limited to: Proposer may be asked to provide either business planning services or strategic planning services or both. Agency will detail in its SOCs which service(s) Agency is requesting. The elements a Proposer may be required to provide to an Agency includes the following: Element #1: Training: Classroom, webinar or online: Proposer may be asked to provide the following trainings to Agency: o Basics of business and strategic planning; o Development of a business or strategic plan; o Successful implementation of the business or strategic plan; or o Customized training. Element #2: Certification (optional) If Proposer offers a certification for business or strategic planning, the following will be required: o Provide process or path for certification for business or strategic planning. Element #3: Professional Services Proposer may be asked to provide professional services that include assisting an Agency with the identification, creation, revision or execution of professional services, which may include the following: o Development of a strategic plan that is adaptable to changes in state government, the agency, or other reason that might require the plan to change; o Engagement and facilitation of meetings with leadership relating to strategic planning; o Mission statement, vision, goals, strategies and measurable objectives; o Organizational performance measures aligned with mission, vision, goals and objectives; o A work plan and schedule outlining the priorities for objectives, timelines and accountabilities for each goal; o Business structure, core functions, services provided and internal/external customers and stakeholders; o Financial and human resources needed to support core business functions and services; o Facilitation of strategic planning methods, such as SWOT, SOAR or PESTLE, or something similar; or o Establish ownership and develop a process to ensure accountability for completion of the objectives and strategic goals.
