Specifications include, but are not limited to: Investigations may involve both piloted and unpiloted vessels and may require only several hours or on occasion days or even weeks to complete. The high-level mission of the investigator in each investigation is to: Develop a complete and accurate record of the incident. Gather information from all involved parties. Assess the various causes of the incident, paying close attention to the role Oregon pilots may have played. Determine or assess if pilot error was a causal factor in the incident. Generate lessons learned. Identify specific areas of performance, including pilot training, administrative practices, etc., OBMP may need to address. Investigations must typically be commenced within a few hours of authorization. Investigators will be expected to work quickly and efficiently so as to minimize any potential delay to vessels, crews, agents, pilots and cargo owners. A preliminary report on the initial investigation must be provided within 5 days of completion. Personnel: Must be sufficiently available to respond to all OBMP requests for investigations. Materials: Must provide all necessary and appropriate investigatory tools, and the skill to use them in a professional manner. Facilities: Must provide own facilities, tools, administrative support, transportation and work spaces Organizational Process: Works as an independent contractor under the authorization of the chair of the OBMP but will communicate with the Executive Director and/or Administrator, with results subject to the approval of the Executive Director and/or Administrator.
