Specifications include, but are not limited to: or services provided through authority ofthe 1915(i)HCBS SPA (1915(i) HCBS), Agency is responsible for establishing a process to ensure that assessments and evaluations are independent and unbiased. The purpose of this is to ensure that providers are adequately and properly delivering services and supports to meet the assessed needs of the Individual. General Organizational and Program Management Requirements Contractor must meet certain organizational and program management requirements. At a minimum these include: (1) Organization and internal management: Contractor must have written standards governing the operation and management of the program. (2) Management plan: Contractor must maintain a current plan assigning responsibility for the BH program management functions and duties. (3) Qualified staff: Contractor must provide and maintain qualified staff to provide services as described in Contract which at a minimum shall include: • Contractor shall ensure that Contractor’s professional staff have and maintain the required education, experience, qualifications, licenses, and credentials for healthcare professionals in the positions to which they are assigned by Contractor, or Subcontractor. • Contractor shall maintain the operational capacity and staff levels to review referrals and cases by appropriate staff during normal business hours of 8:00 a.m. to 5:00 p.m., Pacific Time, Monday through Friday, including State of Oregon and federal holidays. • Contractor shall have a contingency plan to manage any turnover in staff that has direct contact with Individuals and Recipients; and to maintain an appropriate service coordinator-to- Individual/Recipient ratio, to achieve the required outcomes as described in Contract, as the service populations fluctuate. • Contractor shall ensure that Contractor’s telephone, on-site or video language service interpreters are qualified and certified to Oregon standards and comply with OAR 333-002-0000. (4) Staff training: Contractor must assure initial and ongoing training of managers, services coordinators and other key staff providing required Contract services. (5) Needs assessment, planning & coordination: Contractor, upon request of Agency, must assess local needs for services to individuals diagnosed with SPMI and must submit planning and assessment information to Agency. (6) Financial Management: Contractor must accurately maintain financial records; effectively protect against fraud, embezzlement or other forms of financial abuse and exploitation; and efficiently and accurately bill for services according to Agency requirements and policy. (7) Policies and Procedures: Contractor must have other written and implemented statements of policy and procedure as necessary and useful to enable the Contractor to accomplish its service objectives and to meet the requirements of the Contract with Agency.
