Specifications include, but are not limited to: Work to be performed under the resulting Contract awarded through this RFP includes: 2.4.1 Direct Services. Proposer shall provide continuous implementation services directed at maintaining and increasing Recovery Homes across the State of Oregon. These services are not meant to replace the work done by the staff and residents of individual homes. Outreach, coordination, and technical assistance services shall include but are not limited to the following: 2.4.1.1 Technical assistance to identify and secure Group Recovery Homes that meets nationally recognized quality standards within six (6) months of opening as a condition of receiving an RLF loan. Examples of these standards are the National Alliance for Recovery Residences and the Oxford House Recovery Home Model. 2.4.1.2 Technical assistance to access the RLF to establish Group Recovery Homes including payment of deposits, improvements, and furnishings. 2.4.1.3 Linkages with key agencies in the substance use disorder field, sobriety support groups, Continuum of Care organizations, as well as community/neighborhood representatives. 2.4.1.4 Support to ensure the quality of management and maintenance of Recovery Homes; financial viability and accountability; and program staffing that is inclusive and based in equity, from recruitment and hiring through the support and retention of staff. 2.4.1.5 Program improvements and ongoing leadership development activities to strengthen the organizational capacity and volunteer networks and promote equity, inclusion, and cultural competency to sustain Recovery Homes. 2.4.1.6 Training and support of peer-delivered services in organizational capacity efforts.
