Specifications include, but are not limited to: 2.4.1 Task 1: Interagency Staff Trainings and Training Debrief Meetings with Equity Subgroup Contractor shall work with the Equity Subgroup to conduct interagency staff trainings for approximately 20 state agencies that are working together to coordinate climate adaptation planning and work. The trainings could be presented in two workshops as follows, subject to alternate training approaches proposed by the highest ranked Proposer and approved by OHA in the Contract: • A “Level-Setting” workshop. Based on informal baseline assessment, consultant expertise and research, deliver a training on WHY DEI is important in climate adaptation planning and WHAT the general best practices are for prioritizing DEI in a climate change planning context. • An “Equity Lens” workshop. Contractor shall facilitate a workshop on how participating agencies can use a tailored/specified “equity lens” tool to move forward in their respective climate adaptation planning work. Following the trainings, Contractor shall present Contractor’s key findings and recommended next steps to the Equity Subgroup. Task 1: Deliverable: Following the trainings, Contractor shall prepare, deliver and present to the Equity Subgroup a written summary of key findings and recommended next steps. These debrief meetings and summary of key findings and recommended next steps will be used to inform the development of the “DEI Blueprint” that the interagency team can use moving forward. 2.4.2 Task 2: Development of a DEI Blueprint Contractor shall work with relevant OHA and State agency staff to develop a “DEI Blueprint”, and complete the following steps for that purpose: • Work with the Equity Subgroup to determine interagency needs (based on the subgroup’s assessment and Contractor’s findings and recommendations per Task 1) and mutually determine what is most needed for helping the interagency team move forward in applying DEI best practices in their climate adaptation work. • Identify and create an “Equity Lens” tool as part of this “Blueprint.” The Equity Lens tool shall be fairly simple and general to allow various state agencies (spanning infrastructure, natural resources, social systems, etc.) to apply it to their respective climate adaptation planning and implementation activities. • Identify and incorporate any additional components into the “Blueprint” pursuant to consultations with OHA and State agency staff. Task 2: Deliverable: Contractor shall submit a written “DEI Blueprint” that includes an “Equity Lens” tool and recommended steps for the interagency team to move forward in applying DEI best practices in their collective climate adaptation work. The “Blueprint” should not exceed 10 pages, including any tools or references.
