Specifications include, but are not limited to: a. Identify and document the current roles, responsibilities, and authorities of emergency water provision/distribution partners including municipal, special districts, county, state, federal, private sector, and non-profit entities. b. Identify and summarize other relevant provision of emergency water plans in terms of structure, content, and purpose.c. Analyze and document existing RDPO, RWPC, state, local, and member agencies’ plans, policies, procedures and equipment inventories related to provision of emergency water. d. Review and document requirements and recommendations from the Safe Drinking Water Act, America’s Water Infrastructure Act of 2018, state rules (e.g. Oregon Health Authority, Washington State Department of Health) and ensure alignment with Essential Support Functions (ESF) structure and the National Incident Management System (NIMS), as applicable.
