Specifications include, but are not limited to: The TriMet MAX Red Line (PDX Airport Service) currently terminates on the west end at the Beaverton Transit Center. This Project provides improvements at Gateway TC and PDX to improve service reliability and reduce delays. While the overall Project includes work to extend the service to the Fair Complex (FairPlex) Station beyond Beaverton Transit Center, design of that segment was previously performed and is not included under this contract. Additionally, the Project includes construction of new light rail storage tracks at the Ruby Junction rail yard, but those design services will be completed under a separate contract. The Contractor shall work with TriMet’s Engineering and Construction, Maintenance of Way, and Operations Divisions, other Project designers, Metro, The Port of Portland, the City of Portland, Oregon Department of Transportation (ODOT), Union Pacific Railroad (UPRR) and all Project stakeholders as necessary to complete the Project’s design and engineering and produce cost estimates for the Project. The Contractor shall also work with the Construction Manager/General Contractor (CM/GC) selected for the Project, once available. It will be the responsibility of the Contractor to assemble a Design Team, provide Project management coordination and oversight, serve as the point of contact for Project related issues, and supply required services on time and within budget. The Contractor shall be solely responsible for the actions of its Design Team, which shall comprise professionals with the technical skills necessary to provide design, detailing, specifications, constructability measures, and construction cost estimates for all elements covered in the design scope. The Contractor shall provide all necessary professional services to design, permit, and produce a fully functional project which meets the objectives. The principal objectives of this Project are to design, construct and activate improvements to TriMet’s facilities in a manner which maximizes safety, minimizes impacts to the Light Rail System and the public, improves Light Rail System reliability and on-time performance, provides improved service to and from PDX, and is completed within the Project budget and schedule. The Contractor shall develop the 30% Design into documents which are permitted, professionally stamped and sealed, and suitable for construction of the work and include all necessary site investigations to verify existing conditions and facilities. The Contractor shall also make all necessary permit applications and obtain such permits as necessary, except for Land Use and permitting of the FairPlex Systems and Civil designs.
