Specifications include, but are not limited to: The Eugene Water & Electric Board (EWEB) requests proposals from contractors interested in providing parts, labor, and equipment for the design and installation of a new digital governor control system to replace the existing mechanical control system. The Contractor shall provide all labor, material and equipment to retrofit the existing Woodward mechanical governors to modern state-of-the-art digital governors. This work will be classified as the “Governor System”. The Contractor shall, as part of his base bid, design, furnish and commission controls and communication equipment necessary to perform the functions of the governor and interface with the existing unit start/stop control system, protective relaying circuits, plant monitoring/annunciation circuits, plant communication networks and SCADA. The Contractor shall also specify, design, furnish and deliver all required instrumentation and mounting hardware necessary for the complete and functional installation of the proposed Governor System. Removal of the existing Permanent Magnet Generators is not part of this scope of work, but the Contractor is required to identify and provide a list of parts that will be retained for use with the new governor control system. The Contractor is responsible for designing the interface between the existing plant and the new Governor System (including electrical and communication cable requirements, switches, routers, etc.) in order to meet the operational and performance criteria specified herein. The Contractor shall also furnish all required communication system equipment. The OWNER will furnish and install all external control, communication and power cables that are required to connect between the governor and external circuits such as trip circuits, start/stop circuits, synchronizing circuits, auxiliary system control circuits and the communication system. The Contractor shall furnish and install all control, power and communication cables between the Contractor’s supplied equipment (e.g. wicket gate feedback devices, speed detection equipment, etc.).
