Specifications include, but are not limited to: The Project will provide structural improvements and upgrades to the Coos Bay Readiness Center Regional Armory consistent with Emergency Operations Center (“EOC”) facility standards (see Oregon Resilience Plan Chapter 4 “Critical and Essential Buildings” available at https://www.oregon.gov/oem/Documents/04_ORP_Critical_and_Essential_Buildings.pdf) so that it is able to withstand major seismic events and other natural disasters. The upgrades will include 24/7 emergency backup power for 100% of the facility through the use of a diesel fuel generator with automatic transfer switches. The upgrades will also include emergency potable water through maintained, tested, and certified wells, pumps, or storage tanks and automatic controls. Additionally, upgrades will include a storage space for emergency response supplies and seismically stable above-ground fuel storage tanks.
