The City of Wilsonville has recently completed updates to the Wastewater Treatment Plant Master Plan and Stormwater Master Plan, including updated capital improvement project lists. Following Wilsonville City Council adoption of these two Master Plans and project lists, the City seeks to ensure both utilities long-term financial viability for at least the next ten years, through appropriate cost recovery and equitable utility rate design and SDC methodology. The work associated with the Project includes review, update and analysis of the City’s financial data and evaluation of the wastewater and stormwater utility rates and System Development Charges (SDC’s) through a cost of service revenue requirement determination. The City also desires review of the financial position of the Community Development Department Fund, an enterprise fund that covers the cost of the Community Development Department. This work includes assessing revenue streams and developing funding strategies to address non-billable activities and ensure long term fund stability within the Community Development Department.
