Specifications include, but are not limited to: Metro is seeking proposals from qualified firms to perform the following: Research volunteer program structures and management processes of other public agencies and nonprofits in the natural area, park and cemetery management sectors and analyze the strengths and challenges of these processes. Provide a format to document the structures and management processes of other departments within Metro that have volunteer management programs. Utilize research methods to document and analyze volunteer program process flows of volunteer inquiries, staff actions, roles and responsibilities and prioritization of volunteer projects. Facilitate a series of team meetings to explore potential program design elements, focusing on the costs (including staff time) and benefits of those design elements in comparison to current practice. Provide a minimum of two and a maximum of three alternative program designs from which to select and explore strengths and weaknesses for use in the Natural Areas, Parks and Cemeteries Programs. Conduct a 3-4 hour workshop for up to 20 participants in which the contractor presents the alternative program designs and leads a discussion of their relative merits. Document current program features in comparison to the preferred model and seek feedback from staff, volunteers and management.
