Work Requirements 1. Door Wraps • Apply white vinyl wrap with City approved graphics to both front and rear doors. • Wrap must fully cover each door surface, with clean edges and no visible seams, bubbles, or wrinkles. 2. Graphics and Decals • Install department-issued graphics and decals in designated locations (front and rear doors, hood, rear liftgate, and rear quarter panels). • Graphics must include both reflective and non-reflective components consistent with department specifications for visibility and safety. • Color and layout must match the approved department design template. • City would retain ownership of any graphic design produced for City vehicles 3. Material Standards • All vinyl materials shall be premium-grade (e.g., 3M 2080 Series, 3M Controltac, or Avery Dennison Supreme Wrap, or approved equal). • Minimum outdoor durability: 5 years. • Reflective vinyl must comply with state and federal visibility standards. • Adhesive must be removable without damaging the underlying paint finish. 4. Quality Assurance • All wraps and graphics must be free of defects, lifting edges, bubbles, or distortions. • Any installation defects identified by the department must be corrected at no additional cost. • Vendor shall provide a proof of the proposed wrap to be installed prior to install on each batch of vehicles. • The vendor shall provide a warranty for materials and workmanship. 5. Scheduling and Turnaround • The vendor will coordinate directly with the Salem Police Department Fleet Unit for vehicle pickup scheduling. • Standard installation shall be completed within 8 business days of vehicle drop-off unless otherwise approved by the department. • Vendor must have the capacity to handle up to five (5) vehicles at one time. 6. Facility and Security Requirements • The vendors must have an established facility within fifteen (15) mile radius of the incorporated city limits of the City of Salem. • Vehicles must be secured in a locked, weather-protected facility with restricted access to authorized personnel only. • Vendor facility must be equipped with a security alarm system with video recording capability. • The department reserves the right to inspect vehicles in progress by appointment. 7. Additional Services • Provide wrap removal for decommissioned or reassigned vehicles. • Be capable of producing and applying replacement decals or sections for maintenance purposes. • Vendor will keep 3 complete wrap sets on hand to reduce downtime for vehicle repairs (quantities for each type of vehicle TBD) Deliverables • Completed vinyl wraps and graphics installed to Salem Police Department specifications. • Documentation of materials used and warranty coverage. • Coordination with Fleet personnel to ensure vehicles are delivered on time and in operational condition
