PROJECT DESCRIPTION The City of Silverton is soliciting Request for Proposals (RFP) for a City Forester to provide Urban Forestry Advisory Services to City staff and the City’s Sustainability and Urban Tree Advisory Board. Responding firms/individuals shall be certified by the Society of American Foresters as a Certified Forester and/or certified as an Arborist by the International Society of Arboriculture (ISA) or the National Arborists Association. SCOPE OF SERVICES The City of Silverton is wishes to retain an Urban Forestry consultant to perform the work typically conducted by a Urban Forester and/or Arborists including but are not limited to, the following: Assist with developing & organizing, staff reports, maps, and other information to produce well-coordinated meeting materials for City Council and Suitability and Urban Tree Advisory Board (SUTAB) meetings. Review tree preservation, removal, and planting plans as part of the development process for compliance with the city’s tree code. Avoid conflict-of-interest by not working for or with a land use developer and shall coordinate and work with developer’s contract forester. Currently possess or will obtain a City of Silverton Business License Perform Hazard Tree assessment on public space trees twice a year, once in the fall and once in spring as directed. Respond to Hazard Tree emergencies within the same day of being notified. Respond to non-emergency request for services by the City within 24 hours. Advise the City on proper pruning and tree maintenance standards. Provide infrastructure (water/sewer/storm/street and park) plan review to determine tree impacts and provide mitigation and/or removal recommendations and provide oversight and advice during construction as needed. Take part and advise the City on its annual Arbor Day activities Assist SUTAB with ongoing updates to the Urban Forest Management Plan. Assist in the GIS mapping of all City owned trees for inclusion in the Urban Forest Management Plan, excluding City owned land outside of the UGB. Advise the City on tree management and removal on City owned parks and undeveloped park land. Advice management of timber stands owned by the City, (Wastewater Treatment Plant, Silverton Reservoir, Abiqua Dam, and Pettit Lake). Recommend and apply silvicultural prescriptions to accomplish improved forest stand health. Prepare logging plan and timber sale contracts, and provide administration of the contracts
