The U.S. Army Corps of Engineers (USACE), Portland District, intends to award a firm fixed price Job Order under a Master Ship and Repair Agreement (MSRA) for overhaul, maintenance, and repair to the Dredge ESSAYONS. Major work items that may be associated with the overhaul and dry docking can be found at the bottom of this announcement. The complete list can be found within the attached invitation for bid (IFB).
SITE VIST (Ship Check):
For a Contractor to be determined responsible and eligible for award, a representative of the contractor MUST attend one of the available site visits. The dates for the site visits are: The dredge vessel will be on dock until approximately 13 August in Portland Oregon
If a Contractor would like to request a different day to meet their travel requirements, that can be arranged with 5 days of advanced notice. The actual pickup locations will be confirmed within 3 days of each visit, with the vessel location intended to be no more than 90 minutes away from Portland, Oregon.
Site visits will begin promptly at 9:00 AM Pacific Time. All offerors will be required to wear Personal Protective and Safety Equipment (PPE) that meets the requirements of EM 385-1-1. PPE WILL NOT be provided by USACE. The Dredge Essayons is currently in the operational dredge season.. Due to the current operational schedule, the details for the location of the site visit dates above are subject to change. Some of the potential locations will require a Transportation Worker Identification Certification (TWIC) card to obtain entry, if you do or do not have a TWIC card, please make the Point of Contact aware of this information.
All overhaul work shall be performed at the Contractor's facility. The Government will deliver the vessel to the contractor facility. Upon completion of the overhaul, USACE personnel will conduct dock and sea trials which the vessel must pass prior to delivery and acceptance of the vessel back to the Government. Prospective contractors must have, or be capable of, entering into a MSRA with USACE, Portland District. Every prospective contractor that wishes to be considered for the award of the job order from this IFB must have an active MSRA with Portland District prior to award.
