The City of Portland, Portland Bureau of Transportation (PBOT) seeks an operations assistance provider to address key challenges in managing and enhancing the Portland Streetcar system. Effective coordination between the City, TriMet, and private stakeholders is essential to ensuring seamless operations, financial sustainability, and alignment with broader transportation, mobility, and development goals. The system requires ongoing service planning, fare analysis, and capital investment strategies to maintain efficiency and reliability. Additionally, strong customer service and public engagement are needed to enhance rider experience and accessibility. Financial oversight, including compliance with federal reporting requirements and optimizing revenues, is crucial for long-term sustainability. Finally, legislative advocacy and policy support are necessary to secure funding and ensure the Streetcar system continues to serve as a vital part of Portland’s transit network. The goals of the Streetcar are providing comfortable, convenient connections between housing, employment, educational institutions, services and recreation; encouraging local shopping and dining to support neighborhoods; reducing automobile dependence for a cleaner future; complementing other transit services by providing the last mile connection and circulator service, and; supporting a culturally and economically vibrant urban environment with walkable neighborhoods and healthier communities. The streetcar went from planning documents to becoming a crucial strategy to meeting City goals over the past 43 years.
