Specifications include, but are not limited to: Pursuant to ORS 279B.075 Sole-source procurements, I believe this contractor is a sole-source based on the pilot project contractor has created to evaluate the feasibility andeffectiveness of training probation and parole officers in the United States in skills thatare evidence-based and adhere to the risk, need and responsivity principles in theStrategic Training Initiative in Community Supervision (STICS) project. The purpose of theresearch is to evaluate the training program and not the officers providing the training.The research design facilitates this purpose by ensuring that the officers are motivatedand amendable to implementing what was taught in the training program, and therefore,beneficial to the adult offenders for their transition back into the communities in whichthey came.
