Specifications include, but are not limited to: Mr. Powell services were acquired to speak at the Oregon School and District Improvement Network Orientation, August 11, 2011, and the School Improvement Grant Leadership Retreat, August 16, 2011. Mr. Powell was asked because of his representation as a known national expert in turnaround schools and for his serving on a panel of the Nation's leading turnaround experts at the School Improvement Summit in Washington, D.C. Background and proposed contracting Procedure: The Office of Education Improvement and Innovation (EII), a section of the Oregon Department of Education, sent a letter to Mr. Josh Powell dated June 27, 2011 notifying him of his appointment as an advisory committee member. The letter outlined the Agency would reimburse his expenses and pay him a stipend for his services. A copy of the letter attached as reference. Mr. Powell was sought to speak to teachers and other school administers in Oregon. His first hand knowledge of the challenges faced by schools is invaluable as Oregon moves forward to improve schools and student outcomes.
