Please note: This is a Sole Source Notification. a) The design, development, and implementation of a programmatic assessment model practice, with coaching and training for the Office of Equity and Multicultural Services (OEMS) and Office of Reporting, Research, Analytics and Implementation (ORRAI) staff. This programmatic assessment will help build Agency’s internal capacity to replicate and maintain the model practice. Services to be purchased by the prospective contractor will include, but are not limited to, data modelling, analytic model design and testing, results interpretation, performance metrics and dashboards, and communication plans and tools. b) OEMS, with program and office partners across ODHS, has been developing an innovative approach to assessing and addressing the presence and sources of disparity and disproportionality in the design, delivery, and outcomes of Agency programs, policies, and services. OEMS has named this approach programmatic assessment. As a novel approach, OEMS is treating this as a pilot project to both prove the concept as well as develop the institutional capacity and competency to carry out future iterations; analyze results; and develop, implement and evaluate solutions. The combined nature of the project and the requirement to have in-house staff and expertise for all roles and parts of the project does not sit well with research organizations or business consultants reliant on outsourcing services. The Agency requires research, analysis, and coaching staff to be internal to a consulting firm contractor and not acquired by subcontract. Few consulting firms are so structured. c) The programmatic assessment is geared to link with, establish, and provide the only ongoing input for continuous improvement of the One ODHS result of the ODHS Transformation Project. One ODHS is the desired state of the Agency that results from the ODHS Transformation Project that is being implemented. d) The objective of this pilot project is to develop the OEMS and ODHS internal capacity and competency to manage, use, and replicate this assessment as a core business practice.
