Please note: This is a Sole Source Notification. The goal of this project is to help the Oregon Employment Department (OED) revise their top five UI Benefits documents to remove complicated or confusing language, which can lead to reduced claimant comprehension and increased work for UI staff. This will assist with removing barriers and reduce claimant errors in reporting. This project entails 3 main components: 1. Behavioral insights (BI) subject matter experts (SME) training Oregon Employment Department (OED) staff in plain language, behavioral insights, and qualitative research to enable them to revise agency documents. 2. The BI SMEs then review and provide constructive feedback on OED’s top five UI Benefit Documents that were revised by agency staff. 3. The BI SMEs will co-facilitate two rounds of qualitative research. First, leading the research to gain insights to inform revisions while training OED staff. Second, supporting the research led by OED staff to evaluate the revisions for efficacy and further revision. Budget: $250,000
