BES is looking for proposals to provide, configure, install, test and support an upgraded SCADA system in Ignition by Induction Automation. The completed SCADA system will be: Informative – Operator awareness and improved alarm management are key measures of a successful SCADA system. Current industry best practices towards situational awareness, enhanced process awareness, and simplicity/ease-of-use for the operator will be applied. Alarms will be prioritized with operator focused notification and acknowledgement mechanisms. Data will be accessible through a customizable historian and IT network with a reporting software solution. Training, education sources and technical support will be available. Scalable – The new SCADA system shall be adaptable to manage expansion and upgrades as BES service demands grow and software develops. The systems and standards shall be well documented to allow for consistent in-house programming as well as vendor led programming. Resilient – Redundancy shall be employed where it will have the greatest impact on system uptime. The system should have compartmentalization as appropriate to limit magnitudes of link-loss or other failure. Data synchronization should be applied to prevent data loss. Software shall provide restore and auditing processes and support best practices for cybersecurity. Accessible – SCADA architecture shall provide secure local and remote access.
