Specifications include, but are not limited to: 1. Contractor shall provide on-call snow and/or ice removal services including but not limited to plowing, scraping, and ice melt application in County designated parking lots on an “as needed” basis as well as shoveling, and ice melt product application for sidewalks, walkways, ramps, and access doors at County buildings hereafter defined as “Snow Removal.” Contractor(s) shall provide all management, mobilization, tools, fuel, oil or lubricant, ice melt product, equipment, personal protective equipment and labor at various County sites as designated by the County Authorized Representative. 2. Snow Removal services shall be requested by Multnomah County Facilities Dispatch Incident Command Center. Contractor shall check in / out with Multnomah County Facilities Dispatch either electronically or via phone and include details on the services performed and at which site. Any invoices received without proper check in from vendors technician will not be processed for payment. 3. Contractor shall respond within two (2) hours of notification by Multnomah County Representative of the need for Snow Removal Services. 4. Contractor may be required to start by 3:00 am the day of a snow event so that the County can open for business at 8:00 am. During lengthy or heavy snow events, it may be necessary to provide Snow Removal at times other than those shown above. At County’s discretion, the Contractor may be asked to visit sites/buildings more than once on the day of the snow/ice event to make sure the parking lots, sidewalks, walkways, and ramps remain clear. 5. Snow shall be removed from asphalt parking lots, concrete on sidewalks, walkways and ramps before application of ice melt product. Sidewalks shall be cleared to a width of 36” around the building, around parking meters, and garbage receptacles, loading docks or such other areas as designated by the Multnomah County Representative. Contractor shall use composite cutting edges on all sidewalks. 6. Snow will be pushed to the designated ‘snow piles’ as is noted on each properties’ snow map. Snow maps will be provided to the vendor for each property every year in late summer / early fall. Any ad-hoc or portfolio changes will have snow maps provided immediately or at minimum 24hrs before service is requested. 7. Snow will not be piled in locations where it might obstruct sidewalks, entrances, pedestrian routes, buildings, fences, or fire hydrants. If snow is to be removed from Multnomah County parking lots; then it is to be disposed of according to the rules, regulations and laws of authorities having jurisdiction. 8. Ice melt. a. Contractor is responsible for correcting reported overapplications of ice melt at no cost to the County as over application of ice melt creates a fall hazard. Contractor will have two (2) hours to respond and remedy over application issues. This may include but is not limited to returning to the site and sweeping up the ice-melt and removing it or dispersing the ice melt into an even layer along the walkways and entrances. b. The County will maintain a list of average amounts of ice melt bags applied to each site and invoices outside the normal expectation of ice melt amounts will be reviewed and potentially challenged if the conditions did not warrant additional application. Corrected invoices for the expected amount of ice melt will be required for payment. 9. The Contractor shall have shovels, snow blowers, front loaders, backhoes, and dump truck(s) available for work on this contract.
