Specifications include, but are not limited to: Contractor shall provide snow plowing and snow removal services for City of Bend downtown parking lots and the Centennial Parking Plaza. Contractor shall provide all labor, materials and equipment necessary to complete the scope of work unless otherwise specified. Prior to 7:00 AM each morning the Contractor shall complete the following tasks when the indicated weather conditions are met. Additional requests for service may be required on an on-call basis during heavy snow events or freezing conditions. All work to be completed prior to 7:00 AM Monday – Sunday only unless otherwise requested. For additional requests for service, the Contractor shall provide a phone number with voice mail or message-taking capability by which they may be contacted 24 hours a day, 7 days per week. The Contractor will have two hours from the call for service to mobilize and arrive at the designated location. If the City leaves a message, the Contractor shall acknowledge that message within 30 minutes. The Contractor will need to be on-site within two hours of the City’s first phone call. The City of Bend reserves the right to cancel any agreement for any reason including budgetary limitations or Contractor performance and to either hire a replacement Contractor or seek assistance from other public entities if needed should Contractor be unable to adequately respond either due to extreme weather conditions, lack of equipment or failure to perform. For all snow events the following sites will have snow removed from all sidewalks and walkways indicated on attached maps respective Group “B” site location requirements. Contractor shall lightly dust with handheld broadcast spreader, walk behind spreader or similar applicator (not by hand) all walkways and sidewalks with a snow melt product that will not damage concrete. Snow melt shall be provided by Contractor; however, proposed product information must be provided to City of Bend Parking Services Division Manager for approval prior to application. Do not apply snow melt on the Bend Centennial Parking Plaza structure. For snow events 3” or greater parking lots shall be cleared. The Bend Centennial Parking Plaza will be cleared with snow events 4” or greater. Do not store plowed snow in designated accessible parking spaces. Snow on the roof of the Bend Centennial Parking Plaza must be completed removed and cannot be piled.
