The Sewer Master Plan will assess current and anticipated conditions and strategies to support CIP development for a 20-year planning horizon (2046). The Sewer Master Plan will include the following elements: Executive Summary – The critical points and priorities identified in the elements of the master plan below will be summarized in the executive summary. Introduction – include the requirement of the plan, its objectives, and approach. Basis of Planning – This section should include the following sections: Background and history of the municipal sewer system Description of the location, service area, topography, climate/precipitation, and population Discussion about land use and zoning Detailed description and mapping of the existing collection system Detailed description and mapping of the existing pump stations (type, location, capacity, power supply details, connection sizing, etc.) Detailed description of layout and operation of the WWTP Wastewater System Policies – This section shall include a comprehensive summary of current City wastewater system policies and all applicable or anticipated DEQ requirements and directives affecting the wastewater collection, conveyance, and treatment systems. The Consultant shall: Document all applicable DEQ operational requirements, relevant permits, and associated reporting and sampling obligations. Prepare a table of permits that includes the permit type, sampling and testing requirements, sampling locations, and sampling frequencies/schedules. Review and assess current municipal codes related to wastewater and recommend updates necessary to maintain compliance with DEQ rules, enforcement actions, and future regulatory requirements. Summarize additional regulatory requirements relevant to wastewater planning, including applicable regulations concerning water quality, biosolids/residuals, air quality, land quality, and public health. Flow Projections and Modeling – A flow model shall be developed for the existing system to determine the current system demands under normal and extreme conditions. The flow model should also be extended to show estimated 20-year (to 2046) projections for City development. Hydraulic Analysis – Develop the assessment criteria and conduct the assessment of current and future capacity. The results should be documented in this section to identify areas and components of the sewer system that may need upgrades, replacements, or additions based on the results of the modeling. Components should include the gravity lines, force mains, pump stations, and WWTP. Capital Improvement Plan – This section should include the following components and be prepared to also be a standalone document: Existing conditions planning scenario. Capital improvement recommendations for existing and future gravity lines, pump stations, force mains, and sewer extensions. Capital improvement recommendations for WWTP replacement, rebuilding, and additions. Recommended areas to closely observe for potential operational issues. Rehabilitation and Replacement program – include inspection program for pump stations, lines, WWTP, condition assessment, infiltration and inflow abatement, and plan for implementation. Discussion of current and recommended future system development charges. A detailed CIP implementation schedule with both target dates and priority. Summary of adherence to DEQ mandated projects as detailed in the included Civil Penalty Assessment and Order. An analysis and summary of how the CIP works with the City’s strategic plans and overall Comprehensive Plan. Associated Documents – The Sewer Master Plan should have the associated documents as appendices: Hydrologic/Hydraulic flow models with associated criteria/parameters Map and narrative for future development areas in the City Narrative and results of the hydrologic/hydraulic flow models Specifications and materials for rehabilitation and replacement technologies Basis and cost analysis for CIP components (rehabilitation/replacement/expansion) and recommendations Recommendations for City municipal code updates/changes Pump station improvements recommendations and cost breakdown by type and location WWTP improvements recommendations for operation and infrastructure and associated costs Associated documents provided by City including a recent condition assessment and Civil Penalty Assessment and Order (attached). In depth I and I Study for SE portion of the City. Associated Figures and Tables – The Sewer Master Plan should include tables and graphs of modeling results and projections, maps (for zoning, expansion, system infrastructure, etc.), piping/infrastructure schematic showing location of infrastructure and engineering parameters/performance, costing analysis, CIP components, and other supporting technical figure/tables. These evaluations and forecasts will guide the development of the Sewer Master Plan and associated documents by recommending improvements, alternatives, or optimization projects (including opinion of probable cost) and their associated estimated costs to meet or exceed identified deficiencies, conditions, or opportunities.
