The primary objective of the TSAP is to develop a comprehensive plan that will analyze the current transportation safety conditions throughout the City of Salem and establish strategies to eliminate trafficrelated fatalities and serious injuries as part of the Vision Zero initiative. The plan will assess high-crash locations, evaluate existing safety measures, and identify areas for improvement. The ultimate outcome of the project is to produce a detailed TSAP that includes all necessary materials for the implementation of recommended safety initiatives. Additional project objectives are listed below: • Conduct a thorough safety analysis to identify high-risk locations and trends in transportationrelated incidents. • Evaluate existing policies and regulations related to transportation safety and recommend necessary updates or new policies to enhance safety. • Assess community equity to ensure that safety strategies address the needs of underserved populations and promote equitable access to safe transportation options. • Develop planning-level project cost estimates for proposed safety interventions and initiatives. • Create a prioritization strategy for identified safety improvement projects. • Identify potential funding sources for the design and implementation of safety improvements. • Engage project stakeholders by building on outreach efforts from the MTSAP to gather input, build support, and ensure community involvement in the development of the TSAP. • Establish performance measures to evaluates the effectiveness of implemented safety strategies and track progress toward achieving Vision Zero goals
