THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method.
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following services:
- Title: Integrated Pest Management (IPM) Pest Control Services

- The Loren R. Kaufman VA Clinic CBOC: 704 Veterans Drive, The Dalles, OR 97058
- Hillsboro CBOC: 1925 Amber Glen Parkway, Hillsboro, OR 97006
- Fairview CBOC: 1800 NE Market Drive, Fairview, OR 97024
- West Linn CBOC: 1750 SW Blankenship Rd West Linn, OR 97068
- Community Resource and Referral Center: 308 SW 1st Ave, Portland, OR 97204

- Tasks:
- The Contractor shall provide all management, laboratory testing, tools, supplies, equipment, transportation, and labor to develop and implement an IPM plan for the building interiors and their perimeter grounds of the Portland VA Medical Center, Vancouver VA facility and associated Community-based Outpatient Clinic (CBOC’s). The combined sites consist of approximately 2.5 million square feet of interior and exterior facilities.
- Site Visits:
- VA Portland, Vancouver and The Loren R. Kaufman VA Clinic require bi-monthly and weekly site visits depending on the time of year. Site visits include pest control mitigations and prevention.
- Bed Bugs:
- The CBOCS (c.-m. above) require as-needed bed bug removal. 80 bed bug removal jobs are expected per year at all CBOC locations identified in this section.
- Emergency (Emergent) Callbacks:
- At the Portland and Vancouver campuses, the Contractor shall respond within 2 hours or less during normal work hours to provide treatment on location after receipt of notification. If the emergency callback is received outside of normal work hours, the Contractor shall respond by 9:00am the following calendar day.
- At The Dalles CBOC, the Contractor shall respond within 24 hours or less during normal work hours after receipt of notification; perform the required IPM services to correct the emergent condition.
- Certifications: The Contractor shall be pest control licensed in both Oregon and Washington state.
- Other: Please note the response time above.
- Period of Performance: Estimate 1/1/2026-12/31/2026, plus Option Years 1-4.
