The selected consultant will collaborate with Benton County staff to execute the following tasks or an 18-month period. Task 1: Project Kickoff and Initial Data Gathering (Months 1-6) • Consultant retention. • Work with Benton County on initial data collection efforts. • Support the County in defining project parameters and refining the work plan. Task 2: Community Engagement and Data Gathering (Months 7-12) • Engage community members and other stakeholders through culturally sensitive activities. This includes collaborating with local community organizations and leaders. • Conduct Bilingual surveys and outreach materials (Spanish and Chinese). • Organize Focus Groups tailored to specific demographic groups (seniors, individuals with disabilities, Spanish-speaking residents). • Facilitate accessible public meetings held at convenient times and locations. At least two public workshops are required. • Gather and analyze data on service demand, geographic coverage, operational models, and financial sustainability. • Prepare a draft report and share preliminary findings. • Document, analyze, and integrate all feedback into the study’s final recommendations. Task 3: Final Report and Wrap-Up (Months 13-18) • Finalize the comprehensive feasibility report, ensuring it is informed by community engagement findings and reflects community needs and preferences. • Present the findings to the Benton County Board of Commissioners. • Develop an operational plan that is achievable and sustainable within the County’s budget and funding structure, and reduces barriers for historically underserved populations.
