Specifications include, but are not limited to: 6.1. Coordination with public land managers: 6.1.1. Coordinate with public land managers on the identification and maintenance of a network of at least 6,400 miles of snowmobile trails; 6.1.2. Secure permission from the public land managers to include property under their control ; 6.1.3. Work with land managers to determine the standard, scope and method for which Trail Maintenance is to be accomplished on the specified miles of trail; 6.2. Capacity to manage the program.: 6.2.1. Establish relationships with public land managers and law enforcement agencies necessary to develop a comprehensive statewide snowmobile trail program, or a feasible, clearly defined, detailed plan to establish those relationships prior to September 1, 2024; 6.2.2. Coordinate the labor, equipment and materials necessary to carry out the identification and maintenance of a statewide network of at least 6,400 miles of snowmobile trails; 6.2.3. Recruit, coordinate, and manage labor to perform at least 31,500 miles of maintenance on the trails specified; 6.3. Trail Maintenance.: 6.3.1. Ensure that snowmobile trails are maintained to provide for passage of snowmobiles and to prevent severe rutting of trails. This includes, but is not limited to, the clearing of trails of brush, limbs, timber, rocks and other items that may interfere with the passage and operation of snowmobiles, winter grooming of trails and marking of trails.; 6.3.2. Trails shall be maintained in accordance with the standards of the public land manager using proper techniques and procedures in the performance of this work; 6.3.3. Have the equipment and trained staff necessary to carry out the contract work, or a feasible, clearly defined, detailed plan to acquire the equipment and staff prior to September 1, 2024; 6.4. Law Enforcement Coordination: 6.4.1. Coordinate with law enforcement agencies for enforcement by such agencies of snowmobile registration, operator and equipment requirements outlined in ORS 802.110(7)(b); 6.4.2. Coordinate with law enforcement agencies to determine the level of enforcement and patrol necessary as to best encourage compliance with snowmobile operator, equipment, and registration requirements
