The City of Powers’ sewer main(s) crosses the Coquille River in a concrete encasement that has experienced scouring. The maintenance effort is installing 40 cubic yards (cy) of concrete being placed in approximately 100 linear (LF) (0.0.1 acre) of the SF Coquille River for repairing the sewer line encasement. To access the encasement for repairs, the applicant will permanently remove up to 20 cy of unconsolidated streambed sediments (gravels, cobbles) and will provide and install 200 cubic yards of sandbags to isolate the area for in water work. The Contractor must comply with the requirements of a DEQ 401C Water Quality Certification, a DSL Removal and Fill Permit, and all conditions and project description in the Army Corp/DEQ/DSL Joint Application. The Contractor is also required to provide a turbidity sampling plan to the approval of DEQ prior to construction. The Contractor must comply with all State and Federal laws.
