This Request for Proposals (RFP) document is a request for sealed competitive proposals under Portland City Code Chapter 5.10. For this RFP, we seek to procure services in support of the Portland Clean Energy Community Benefits Fund (PCEF) Climate Investment Plan Strategic Program 10: CommunityBased Organization (CBO) Capacity Building Program. The goal of this project is to enhance the organizational capacity and operational effectiveness of nonprofit CBOs engaged in climate-related work within Portland’s frontline communities. This project aims to address the unique challenges faced by these organizations, including limited resources and capacity constraints, by providing organizational development services.
