Specifications include, but are not limited to: The services requested under a Flexible Services Contract will typically be for subject matter which is limited in scope and duration. They generally include working with staff on specific projects and initiatives with rapid deadlines, where scopes need to be developed quickly and/or require expertise or capacity that is not available in-house. In some cases, PDC may request work involving complex requirements and multiple tasks. When performing work under a Flexible Services Contract, the Selected Contractor(s) must meet the highest standards prevalent in the industry most closely related to the services being provided. 3.3 Scope of Services. The range of services which Contractor(s) may be asked to provide includes, but is not limited to, the following: - Provide strategic consulting to the Portland Development Commission that informs, enhances, and contributes to the agency's targeted external communications efforts
