The purpose of this RFQ is to select a qualified contractor to provide program management consulting services for OMIC R&D CIE grant activities, which shall include the following: A. Additive Pilot Projects i. Coordinate at least one (1) additive pilot project in partnership with an Oregon-based startup or university capstone team, bringing a new additive manufacturing capability into OMIC R&D. ii. Establish a framework (i.e., templates, advisory support, reporting cadence) to enable OMIC R&D staff to deliver additional pilots, ensuring progress toward the annual goal of three (3) projects. iii. Contribute to milestone targets of launching the first pilot projects in 2025 and producing annual reports that document knowledge sharing and outcomes for Oregon businesses. B. Regional Expansion & Access Equity i. Develop and deploy an “OMIC in a Box” mobile demonstration platform, for future launch in 2026, to showcase OMIC R&D’s additive capabilities at regional and rural sites. ii. Partner with Oregon Regional Innovation Hubs and Technology Association of Oregon (TAO) to deliver outreach demonstrations in at least four rural communities and work toward establishing two regional outreach partnerships by 2027. iii. Facilitate engagement of three (3) to five (5) small/medium manufacturers per quarter through demonstrations, physical tours, and digital collateral (e.g., virtual tour video). iv. Ensure that each regional engagement includes a simple mechanism to document participation, supporting success metrics on rural business engagement and partnerships.
