Community Justice and Rehabilitation Services is requesting an exemption from the competitive solicitation process for provision of treatment services based on the reasons stated below. (1) Lane County currently oversees a comprehensive, integrated system of health/rehabilitation care that requires numerous providers working in harmony to provide consistent treatment to program participants. Integrating a new provider into this network will take considerable time. (2) Often these services interact with different county divisions including Behavioral Health, Youth Services, Parole and Probation, the Sheriff's Office, the District Attorney's Office, and the Courts. Soliciting for these services will require coordination with these different divisions and the current providers to ensure participants do not experience an interruption in services. (3) These services are often assisted with grant funds that require program details to be provided at the time of submitting the grant applications. Providers often participate in submitting grant applications and are named in grant applications at the time of submittal. (4) Previously these services were awarded via RFP, however at that time competition was very limited and often resulted in receiving a single proposal.
