The City of Newport is seeking professional engineering services to support the design and delivery of the NW 55th Street Improvements Project. At a minimum, the selected consultant will be responsible for: 1. Project Management and Coordination o Maintain regular communication with City staff and provide overall project management to ensure timely completion of tasks. 2. Field Investigation and Scoping o Complete topographic surveying, field inspection, and utility coordination along the full corridor. o Develop a paving and stormwater scoping analysis with alternatives that account for varying right-of-way widths, existing development, and utility conflicts. o Present the scoping analysis to the City for review and direction before advancing to design. 3. Design Services o Prepare bid-ready drawings, technical specifications, and an engineer’s estimate for roadway paving, stormwater conveyance and collection systems, and coastal bluff outfall improvements. o Coordinate with permitting agencies, as needed, for stormwater and coastal work. 4. Bidding Support o The City will provide all EJCDC front-end bidding and contract documents, including General and Supplementary Conditions. o The consultant will be responsible for preparing project drawings, technical specifications, and an engineer’s opinion of probable construction cost. o Provide assistance during the City’s contractor solicitation process, including responding to bidder questions and preparing addenda if required. 5. Construction Support (Optional Services) o Provide construction surveying. o Provide limited inspection and engineering support services during construction, as authorized by the City.
