Specifications include, but are not limited to: Metro and the Oregon of Department of Transportation, herein referred to as ODOT, seek the assistance of a public involvement firm, herein referred to as Consultant, to conduct a series of stakeholder interviews to support and inform an update to the Regional Mobility Policy in the Regional Transportation Plan (RTP), and the Mobility Policy in the Oregon Highway Plan (OHP). Goals of this Project are to: • Engage local, regional and state public officials (elected officials and staff), Portland area business and community leaders, and other key stakeholders to understand how they define mobility as well collect insights into desired outcomes for the Mobility Policy Update project, challenges and opportunities with the current policy, and concerns and opportunities to address through the Mobility Policy Update project. • Ensure a broad range of perspectives and interests are sought and included. • Identify key issues or topics that should be considered during the mobility policy update to help establish the scope of the planning effort and inform creation of a refined problem statement, work plan and public engagement plan, glossary of project terms and key project messages. • Make recommendations for project-related communications, including key terms, project messaging and talking points that connect to the values expressed in the interviews.
