Specifications include, but are not limited to:The selected Proposer will work in conjunction with the event coordinator, MCF Treasurer, gate services contractor, and electronic ticketing contractor to reduce losses related to unauthorized access and to improve the safety and security for staff, volunteers, vendors, participants, and fairgoers. Proposer shall provide agreed-upon security and onsite cash transportation and processing services for the annual Marion County Fair, held during the second week of July from Thursday through Sunday at the Oregon State Fairgrounds in Salem. The Proposer will provide event setup security on Wednesday, overnight security for each day of the fair, as well as operate during the fair hours of: Thursday: 10:00 a.m. – 10:00 p.m. Friday & Saturday: 10:00 a.m. – 11:00 p.m. Sunday: 10:00 a.m. – 6:00 p.m. The Proposer will be responsible to provide security services that include, but are not limited to: 1. General a. Providing personnel to provide general grounds security, gate security, and event security as described within. All hours and locations are estimates and may increase or decrease to meet the needs of the fair; b. Securing DPSST Certified security personnel. Proposer must provide proof of DPSST Certification for each staff person prior to beginning work. Security personnel must have experience in providing event security and have the ability to decipher which incidents require action and engage as appropriate; c. Adhering to the established emergency plan protocols and ensure its personnel are adequately informed of the emergency plan protocols; d. Ensuring key staff attend the fair Emergency Plan Meeting and be responsible for providing a brief overview of issues and potential responses to security related items, including but not limited to: active shooter, suspicious objects, firearms, mental health issues, drug issues, homeless, etc.; e. Providing uniformly dressed security personnel that are easily identifiable as a member of security; f. Providing its own equipment, including flashlights, communications devices, and approved grounds transportation. g. Ensuring all of its personnel have access to communication via radio or cell phones at all times, are skilled in using any required equipment, and are knowledgeable on chain of command and other protocols for addressing issues as they arise; and h. Upholding decisions made by Event Coordinator regarding all key issues, and will defer to Event Coordinator on changes to decisions on all key issues, including but not limited to: i. Gate locations that are to be locked or open; ii. Open and close time of gates; iii. Traffic move in and out routes and timing’ and iv. Lost child protocol. urity a. Provide a lead security person and/or supervisor on-site 24 hours per day. The Security Lead must be available to be reached by radio or cell phone at all times, and serves as the key contact for communications with the Event Coordinator and Fair personnel. b. Provide roving security and security at the livestock gate 24 hours per day. c. Provide gate security to monitor gate entrance and verify entry credentials for all nonticketed entries. Proposer will provide security for the Gray, Green, Yellow, Blue, Red, and Gold Gates, as well as other gates of entry that may be identified. See Exhibit A – Fairgrounds Map. d. Provide Event Security for concerts or other identified events occurring during the fair to ensure the safety and security of entertainers and event attendees. Event Security must be adequately trained in crowd control and incident response. Proposer will provide four event security staff between 6:00 pm and 12:00 am on Friday, and six event security staff between 5:00 PM and 12:00 am on Saturday.
