Specifications include, but are not limited to: The contractor will increase recycling and waste prevention activities – particularly organics and construction and demolition (C&D) debris – to reclaim valuable resources from the waste stream and elicit long-term behavior change in the commercial sector. The education and outreach program will have three primary objectives: reduce the disposal of materials with value, with a particular focus on organics and C&D; increase business recycling and waste prevention activities; and build a receptive market for commercial sector recovery by recognizing and highlighting businesses that improve their recycling/waste reduction performance. These actions will support Lane County’s efforts to fulfill its Solid Waste Management Plan goals. The selected contractor will employ trained conservation specialists to provide on-site evaluation; technical assistance, referrals, and recommendations on best practices in waste prevention, recycling, and composting; environmentally preferred purchasing; energy conservation; water conservation; and wastewater management, in that order of priority. A successful program will articulate standards and benchmarks for certification and conduct on-site walk-throughs to provide relevant recommendations, promotions, and rewards for certifying businesses.
